EU policy on Copyright began to move forward in 1998 with the publication of a "Green Paper on Copyright and the Challenge of Technology". Back then, copyright was a new policy area for the European Commission. Before these first initiatives, the Berne Convention, TRIPS and the so-called Copyright Treaty and Performances and Phonograms Treaty that were governed by the WIPO basically determined EU copyright policy.143
