'Die Politik- und Rechtsexpertin Monica Horten spricht gar von einer "Henry VIII"-Klausel unter Anspielung auf den englischen König, dessen Herrschaft von Tyrannei und Zensur geprägt gewesen sei. Der Entwurf stelle "das drakonischste Gesetz zur Regulierung des Zugangs zu Informationen und kulturellen Werken seit der Einführung der Druckerpresse" dar. Der Regierung würde damit die Macht gegeben, die gesamte technische Infrastruktur von Kommunikationsnetzwerken umzugestalten. '
ACTA: Neue Enthüllungen, neue Befürchtungen

Die britische Politikbeobachterin Monica Horten merkt[8] an, dass ACTA wieder Forderungen nach einer "sich gegenseitig unterstützenden Beziehung" zwischen Providern und Rechteinhabern mit sich brächte. Entsprechende Appelle zur "Zusammenarbeit" seien bereits im Streit um das EU-Telecom-Paket laut geworden.
