Why we should protect 'mere conduit' and reject the copyright amendments

I have written a briefing paper on the Telecoms package. 

Called The Telecoms Package and the copyright amendments: a European legal framework to stop downloading, and monitor the Internet", the paper argues that it is essential to protect the "mere conduit" status of the ISPs in order to protect the rights and freedoms of the individual.
